The property owner is responsible for any water service lateral breaks from the shut-off valve to the house. The shut-off valve can be located by the curb, in the sidewalk, in the driveway, or in the front yard area of the property. The Borough is responsible for any water service lateral breaks from the shut-off valve to the water main.
