South 4th Street Bridge Replacement Project Update

The Pennsylvania Department of Transportation (PennDOT) has contracted with Kinsley Construction, Inc., to remove and replace the South 4th Street (SR 1045) Bridge in the Borough.  The project includes the phased removal of the bridge, bridge deck, and roadway approaches as well as utility repairs to various water mains, storm water pipes and inlets, sanitary sewer mains and manholes, and the natural gas transmission and service lines.

The project began in June, 2017, with the cutting and capping of the existing water main on the bridge, and will continue through November, 2018.  Effective on or around July 31, 2017, the contractor will close the southbound travel lane and sidewalk on South 4th Street in order to demolish and rebuild that section of the bridge.  Vehicle traffic through the project area will be limited to one (1) lane and will be controlled by a temporary traffic signal.  Pedestrian traffic on this side of the bridge will be closed until that portion of the new bridge is constructed and the second phase of the Project begins.  Please note, the lane closure date listed above is contingent upon UGI completing their current utility work on the bridge.

The improvements to the Borough’s sanitary sewer system in the Project area will begin in October, 2017.  This work includes replacing five (5) existing manholes with four (4) new manholes and replacing approximately 420 feet of 8-inch, 10-inch, and 12-inch sanitary sewer line.  During the sewer work in October, 2017, there will be one (1) night where the bridge on South 4th Street will be closed to vehicle traffic while the manhole in South 4th Street is replaced.  The closure will occur during the nighttime hours and the roadway will be opened to traffic in the early morning hours.  The contractor will submit a project schedule to the Borough as we get closer to that October date.

Phase 2 of the Project includes the closing of the northbound lane and sidewalk on South 4th Street and directing traffic through the newly constructed southbound lane. The sidewalk on the southbound lane also will be opened at this time.  As of the date of this memo, Phase 2 is scheduled to begin in late April, 2018.
